The SBI notified the former deputy secretary of the National Security and Defense Council Volodymyr Sivkovich and three fsb agents of suspicion of high treason
spying.

The investigation revealed that the 5th service of the fsb of the russian federation had created a malicious organization to conduct sabotage and reconnaissance activities in Ukraine.

The organization was led by the head of the 9th ("ukrainian") of the operative information department of the 5th service of the fsb of russia Igor Chumakov. Among its members were fsb agents, including Oleksandr Chulindin, Maryna Teryntyeva, and representatives of other state authorities of the aggressor country. The fsb agents were also able to implicate in their unlawful activities the representatives of the former authorities in Ukraine, who "moved" to moscow in 2014, including Volodymyr Sivkovich. Also, the illicit group included the head of the SBU Directorate in Crimea Oleg Kulinich, who, in his turn, lured other citizens of Ukraine to the group.

Volodymyr Sivkovych coordinated the work with the Ukrainian part of the group, which collected and transferred to the russian representatives the state secret materials. this part of the group also attempted to influence personnel decisions in the security bodies of Ukraine.

To cover it up, the former deputy secretary of the National Security Service established a "political office" in moscow, whose employees were allegedly engaged in social-political activities. But in reality, they were carrying out sabotage and reconnaissance anti-Ukrainian activities. They are implicated in unofficial collaboration with the individuals who have the recon power on the territory of Ukraine and can provide assistance to the fsb agents.

Volodymyr Sivkovich was notified of suspicion of committing crimes under Part 1 of Art. 255 (establishment, leadership, and participation in a criminal organization), Part 1 Art. 111 (high treason), and the collaborators of the 5th service of the fsb Ihor Chumakov, Oleksandr Chulindin, and Marina Tretentyevna for Part 1 of Art. 114 (espionage).

It should be reminded, that on April 16, 2022, The State Bureau of Investigation and the Security Service of Ukraine conducted a special collaborative operation, which resulted in the exposure and arrest of a former head of SSI in Crimea Oleh Kulinich. He was notified of suspicion of committing crimes under Part 1 of Article 255 (creation, the leadership of a criminal organization and also or participation in such organization), Part 1 Article 111 (high treason), Part 5 Article 27, Part 1 Article 114 (providing information on state secrets or collecting such information to provide it to a foreign state).
