Public Control Council at the SBI

The Public Control Council is a collegial advisory body formed to ensure transparency and civilian oversight of the activities of the State Bureau of Investigation.

The procedure for forming and Regulations on the Public Control Council were approved by the Decree of the President of Ukraine №42/2020

Tasks of the PCC:

  1. ensuring transparency and exercising civil control over the activities of the State Bureau of Investigation;
  2. promoting the interaction of the State Bureau of Investigation with public associations and other civil society institutions on issues related to the activities of the State Bureau of Investigation;
  3. assistance in obtaining by the management of the State Bureau of Investigation objective information on the public assessment of the state of implementation of the tasks assigned to the State Bureau of Investigation.

Public Control Council

  1. hears information on the activities, implementation of plans and tasks of the State Bureau of Investigation;
  2. considers the reports of the State Bureau of Investigation and approves its conclusion on them;
  3. prepares and submits to the State Bureau of Investigation propositions on the organization and conduct of public consultations, participates in such consultations;
  4. promotes public discussion of draft laws and other regulations on the activities of the State Bureau of Investigation;
  5. discusses with the involvement of representatives of public associations, mass media, citizens of Ukraine the issues of ensuring openness and transparency of the State Bureau of Investigation;
  6. collects, summarizes and submits to the State Bureau of Investigation information on the propositions of civil society institutions on the need to improve the forms and methods of interaction;
  7. elects among the members of the Council three representatives to the Disciplinary Commission of the State Bureau of Investigation and submits to the Director of the State Bureau of Investigation a proposition to include such persons to the Disciplinary Commission;
  8. develops and approves the Rules of professional ethics of employees of the State Bureau of Investigation;
  9. has the right to receive upon written request from the Director of the State Bureau of Investigation, his first Deputy and Deputies, from state bodies, local governments, enterprises, institutions and organizations the information necessary to ensure the implementation of its tasks, except those assigned by law to information with limited access;
  10. organizes and conducts meetings, conferences, seminars, round tables and other events on issues within the competence of the Council.
