Based on materials of the SBI, a former Kyiv City Council secretary will be judged for helping draft dodgers
The employees of the State Bureau of Investigation have completed a pre-trial investigation into a former deputy mayor of Kyiv and secretary of the Kyiv City Council. In 2022–2023, he illegally paid salary to the Chief of Staff of the Kyiv City Council secretariat, who had been mobilized into the Armed Forces of Ukraine.
The indictment has been sent to the court.
The former secretary of the city council sent a letter to the Kyiv City Military-Civil Administration requesting that the mobilized Chief of Staff of the Secretariat to be assigned to serve in the Kyiv City Council. However, there are no positions in the City Council that can be filled by military personnel.
Thus, with the help of the former secretary, the Kyiv City Council employee effectively evaded military service, did not report to the military unit, did not perform any tasks related to the defense of Ukraine, and even illegally received a salary from the Kyiv City Council. His actions caused losses to the state more than 690 thousand hryvnias.
The offense is confirmed by documents collected during the pre-trial investigation, the conclusion of a forensic economic examination, and an audit conducted by a specialist from the State Audit Service of Ukraine.
The former secretary of the Kyiv City Council is charged with official negligence, which caused serious consequences, and aiding and abetting a group of individuals in facilitating unauthorized departure from military service under martial law (Part 2 of Article 367 of the Criminal Code of Ukraine, Part 5 of Article 27, Part 2 of Article 28, Part 4 of Article 409 of the Criminal Code of Ukraine).
The articles provide for up to 10 years of imprisonment.

The case against the Chief of Staff of the Kyiv City Council Secretariat is already in the court. He is accused of evading military service, committed by a group of persons by prior conspiracy (Part 4 of Article 409, Part 2 of Article 28 of the Criminal Code of Ukraine).
