Based on the SBI investigation, the court seized more than 80 illegally constructed properties on Muromets Island in the Desnianskyi district of Kyiv.
The organisers, with the assistance of one of the current advisers to the Kyiv mayor, illegally used 10 hectares of community land to build the buildings.
The developer also paid the debt for the use of the land plot on the island, according to the court order, which has not been paid since the investment agreement was signed in 2015. The tax has been paid from the Kyiv budget instead of the company all this time.
The SBI also identified that one of the Kyiv companies entered into an investment agreement with the Kyiv City State Administration worth almost UAH 150 million for the construction of sports facilities.
The agreement called for the establishment of the All-Ukrainian Park in Memory of Ukrainian Freedom and Independence Fighters on the island in Kyiv. The contractor company is managed by one of the mayor's current advisers, who facilitated the signing of the agreements.
The company was supposed to equip a park for sports events, build playgrounds, leisure and recreation areas.
However, according to the investigation, the company has not fulfilled the terms of the investment agreement, in particular, the construction timeframe and project financing schedule. There were also facts of misuse of the park's territory for illegal construction. As of March 2023, the work was supposed to be 100% complete, but less than half of it has been completed.

The Department of Economics and Investments of the Kyiv City State Administration did not properly monitor the implementation and compliance with the terms of the investment agreement.
The criminal proceedings were initiated under the article on abuse of power or official position that caused grave consequences (part 2 of Article 364 of the Criminal Code of Ukraine).
The sanction of the article provides for imprisonment for up to 6 years.
The investigation is identifying the officials who abused power in their own interests and the interests of the company. The Kyiv City Prosecutor's Office is in charge of the investigation.
