Based on the materials of the State Bureau of Investigation, the Central Military Medical Commission has begun revoking illegal conclusions of unfitness for military service that were issued in the Dnipropetrovsk region.
The first falsified conclusions, that were made on the basis of forged medical documents, have already been annulled.
The criminal scheme was exposed by SBI employees in July, 2025.
One of the heads of the Dnipropetrovsk regional Military Medical Commission and a former medical worker at a local hospital were served notifications of suspicion.
They sought out individuals who wanted to avoid mobilization and offered them fake medical certificates. The cost of those «services» ranged from $5,000 to $20,000 and depended on many factors, such as: the conscript's financial solvency, state of the health, and the severity of the «fake» diagnosis.
On the basis of forged documents, conscripts were deemed unfit for the military service. As a result of these actions, at least 60 people managed to avoid mobilization.
As part of the pre-trial investigation, the State Bureau of Investigation appealed to the Central Military Medical Commission to review all decisions made on the basis of falsified documents. Currently, the unfitness for the military service of the first two individuals has already been revoked, and the other participants in the scheme are still under investigation.
The SBI emphasizes that paying large sums for fictitious certificates does not guarantee exemption from military service. All illegal decisions of «unfitness for the military service» will sooner or later be overturned, and the money paid will be lost forever. Anyone who takes advantage of such a scheme will be personally responsible under the law.
