In Zakarpatia, the SBI eliminated the scheme of making "fake" diagnoses about mental illnesses for those, who wanted to avoid mobilization

The employees of the SBI in cooperation with the Security Service of Ukraine and the National Police of Ukraine have exposed in Zakarpatia the scheme of registration of "fake" diagnoses of mental illnesses for those, who wanted to avoid mobilization and go abroad.

In August 2023, the Head of the Department of the Territorial Center for Recruitment and Social Support of the Beregovsky district, the official of the military medical commission of this Territorial Center for Recruitment and Social Support, the psychiatrists of the Khust and Vinogradiv district hospitals and some other persons united in the criminal group.

They offered their help to those, who wanted to leave illegally  Ukraine with the preparation of the necessary documents for that purpose . The price of the offer was up to 14 000 US dollars.

The "clients" were sent to the doctors, who came   up with the necessary diagnoses for them. For plausibility, the "clients" were even kept in the hospital for some time. After that, the men were given the medical documents with the diagnosis, which could be the basis for declaring them disabled for military service.

According to those  documents, the Head of the Department of the Territorial Center for Recruitment and Social Support of the district has ensured the exclusion of the "clients" from military accounting.

The SBI employees have documented the establishment of false diagnoses and the production of documents on being disabled for military service of several persons, who were planning to go abroad.

The investigation continues, other facts of illegal activity and the full range of persons involved are being established. According to the operative data, more than a dozen men of military age managed to use the offers of the criminal group and go abroad.

The criminals not only made fake "white" tickets for them, but also helped with advice and instructions how to get to Europe.

The employees of the SBI also identify the "clients", all medical documentations are being studied, the searches at the place of work and in the places of living of the defendants are being conducted.

Six members of the group were served notifications of suspicion of illegally transporting persons across the border and receiving unlawful benefits (Part 3 of Article 332, Part 3 of Article 368 of the Criminal Code of Ukraine).

The sanctions of the Articles provide for imprisonment for up to 10 years.

The petitions to elect preventive measures for the suspects in form of detention are being prepared.
