Tortured and shot the civilians in Bucha — the SBI served notification of suspicion to the russian soldier

The State Bureau of Investigation continues to document war crimes committed by russian military personnel against the civilian population in Ukraine. Each established fact is given due legal assessment, and the indictments are sent to the court.

The SBI employees in cooperation with the National Police of Ukraine served notification of suspicion to the russian military serviceman who tortured and killed local residents during the occupation of Bucha.

The pre-trial investigation established that from March 3, 2022 to March 30, 2022, russian military personnel in occupied Bucha, Kyiv region, committed murders and tortured civilians. In particular, it has been documented that on March 4, 2022, russian military personnel illegally detained a local resident born in 1984. The man was taken to the temporary headquarters of one of the russian armed forces units on Yablunskaya Street in Bucha. There, he was interrogated, tortured, and eventually shot.

The documentation of other atrocities committed by russian troops in Bucha is ongoing.

The operations officers established that the 234th Air Assault Regiment of the 76th Airborne Assault Division of the Airborne Forces of the armed forces of the russian federation (military unit 74268, the city of Pskov, russian federation) participated in the occupation of the city.

After analyzing the seized servers from outdoor video surveillance cameras and series of forensic genetic, ballistic and portrait examinations, investigators identified a russian military serviceman who killed a Ukrainian citizen with an automatic weapon.

This refers to sergeant Artem Dementyev, a sniper reconnaissance, born on November 20, 1986, a native of the city of Pskov, russian federation.

On February 26, 2026, he was served notification of suspicion for committing a war crime that resulted in the death of a person (Part 2 of Article 438 of the Criminal Code of Ukraine).
