SBI served notice of suspicion to Lviv Berkut commander for participation in premeditated killings of Maidan activists


The State Bureau of Investigation continues to work systematically and diligently to gather evidence and bring to justice all those involved in crimes against protesters in 2013-2014.

The Bureau has already completed an investigation into high-ranking officials who gave criminal orders - making decisions to disperse protesters by force, etc. However, all those involved in the persecution and killing of Ukrainians on the Maidan must be brought to justice.

The SBI employees served a notice of suspicion on another former commander of the Berkut special police battalion of the Main Directorate of the Ministry of Internal Affairs of Ukraine. Under his leadership, on 18 February 2014, the unit from the Lviv region, together with others, used physical force and special means, including russian-made stun grenades and pump-action rifles equipped with lead shot cartridges, against demonstrators on Instytutska Street in Kyiv and adjacent streets.

As a result of these actions, 3 people were killed and approximately 200 people sustained injuries, including gunshot wounds of varying severity.

The defendant is suspected of abuse of authority, committing a terrorist act, organising the infliction of grievous bodily harm, premeditated murder and attempted murder of two or more demonstrators.

The question of the choice of custodial measure will be decided.

The Prosecutor General's Office will provide procedural guidance.

As a reminder, in 2021, investigators of the State Investigation Service completed a pre-trial investigation into crimes committed by senior state officials under the leadership of former President Viktor Yanukovych in February 2014.

The investigation into the criminal case against Yanukovych's criminal group lasted 8 years. More than 1,500 volumes of evidence were collected during the investigation.

The high-level criminal group included:

  • The Minister of Defence of Ukraine;
  • The Head of the Security Service of Ukraine and his first deputy, the Head of the Anti-Terrorist Centre;
  • Minister of Internal Affairs of Ukraine and his deputy;
  • Head of the Main Directorate - Commander of the Internal Troops of the Ministry of Internal Affairs of Ukraine;
  • Acting Head of the Main Department of the Ministry of Internal Affairs of Ukraine in Kyiv;
  • Deputy Head of the Main Department - Head of the Public Security Police of the Main Department of the Ministry of Internal Affairs of Ukraine in Kyiv;
  • Commander of the Berkut specialised police unit subordinated to the Main Department of the Ministry of Internal Affairs of Ukraine in Kyiv.
