The SBI has served another notification of suspicion of high treason to Volodymyr Sivkovich — the former deputy secretary of the National Security and Defense Council during Yanukovych's time for organization of beating of students on the Maidan

The employees of the State Bureau of Investigation have served notification of suspicion of high treason to the former deputy secretary of the National Security and Defense Council Volodymyr Sivkovich. On November 30, 2013, he staged a provocation in the interests of the russian federation by beating the participants of the «Student Maidan».

Sivkovich was recruited by russia in the late nineties, when he was a career officer of the USSR State Security Committee and the Federal Security Service. The official carried out the tasks of the top political leadership of the aggressor country to prevent Euro-Atlantic integration of Ukraine. It is documented that in October 2013 he met with the Secretary of the Security Council of the russian federation Nikolay Patrushev within the consultations of the delegations of the National Securiry and Defense Council (NSDC) of the two countries in Odessa. At this event, the traitor received instructions for further subversive activities against Ukraine and suppression of potential protests due to Ukraine's refusal of association with the EU.

After the start of students` protests on the Independence Square, the Deputy Secretary of the NSDC began to implement the plans of the russian federation. At the night of November 29-30, 2013, he personally controlled from the office of the head of the Kyiv police the dispersal and beating of students organized by him.

At that time, due to the unlawful actions of employees of the internal affairs bodies, 55 participants of the peaceful assembly on the Independence Square in Kyiv suffered injuries of varying severity, more than 300 participants were forced to flee from the city center of the capital and hide in the premises of St. Michael's Cathedral. These events led to a socio-political crisis, mass protests against the current political leadership of the state.

This in turn led to increased separatism in certain regions of Ukraine and then was used by russian federation in subversive activities against our country.

In addition, the socio-political crisis after the events of the Maidan has greatly complicated the consolidation of the activities of all law enforcements and other state bodies for timely and effective counteraction to the subversive activities of the russian federation, elimination of threats to the national security of Ukraine from russia, counteraction to the use by the russian federation of elements of the so-called "hybrid war" against Ukraine to take actions aimed at separating a number of southern and eastern regions for their further annexation. By his actions, Sivkovich has harmed sovereignty, territorial integrity and inviolability, defense capability, state and economic security of Ukraine, created exceptional preconditions for russia's active actions to occupy part of the territory of Ukraine.

Sivkovich's actions are qualified under Part 1 of Article 111 of the Criminal Code of Ukraine.

The maximum penalty for committing this crime is 15 years of imprisonment.

Currently, the suspect is hiding from the investigation and court on the territory of the aggressor state and is one of the leaders of the anti-Ukrainian movement created by the special services of the russian federation.

The procedural guidance is provided by the Office of the Prosecutor General of Ukraine.

It should be reminded, that in July 2022 the employees of the SBI have served notification of suspicion of high treason to the former deputy secretary of the National Security and Defense Council Volodymyr Sivkovich and to the three employees of the the Federal Security Service of the russian federation of espionage.

The SBI has also completed a special pre-trial investigation concerning Sivkovich on suspicion of illegally obstructing protest actions during the Revolution of Dignity.
