The SBI suspects former Kyiv City State Administration official of illegal transfer of state property ownership to trade unions worth billions of hryvnias

The SBI employees reported suspicion to the former head of the Main Property Department of the Kyiv City State Administration, who illegally transferred ownership of state property to trade unions. The total amount amounted to more than UAH 300 million at the time of committing the crimes, and now the value of these objects is ten times higher and reaches billions of hryvnias.

Together with the Security Service of Ukraine officials, it was documented that since 1992 and up to the present time, officials of the Federation of trade unions of Ukraine and private joint-stock companies controlled by this Federation, by prior conspiracy, illegally registered the ownership of state property, and then alienated health resorts, sports, tourist and other state complexes.

The Kyiv City State Administration official, in violation of the law, issued orders on registration of ownership of property complexes and real estate objects.

In particular, the official illegally registered the ownership of property complexes / real estate, including

  • the House of Trade Unions on Maidan Nezalezhnosti,
  • a house of 3 thousand 720 square meters on Khreshchatyk street,
  • production-administrative building on Shota Rustaveli Street in Kyiv,
  • the hotel complex "Tourist",
  • the property complex with of 3 thousand 338 square meters on Trutenko Street,
  • a department of sanatorium of 1st May, Pushcha-Vodytsia resort,
  • the property complex on Hamarnik street of 3,988 square meters, etc.

The official was served a notice of suspicion of abuse of his official position in the interests of other legal entities, use of official position contrary to the interests of the service, which caused grave consequences (Part 2 of Art. 364 of the Criminal Code of Ukraine).

The sanction of the article provides for punishment up to 6 years in prison.

Today, the SBI transferred these objects to the Asset Recovery and Management Agency. The total number of transferred facilities alienated by trade unions now exceeds 230 units.

The pre-trial investigation is ongoing.

It should be reminded that in July 2022, SBI employees transferred 80 facilities used by trade unions to the Asset Recovery and Management Agency.
