No exam, but with payment. The SBI exposed the head of the State Labor Service of Khmelnytskyi region and an entrepreneur
The State Bureau of Investigation consistently exposes corruption schemes in the sphere of state control so that permits and exam results do not depend on informal agreements. Any «simplifications» for money undermine trust in the system and create risks to people's safety.
The employees of the State Bureau of Investigation, with the assistance of the Security Service of Ukraine, detained the head of the State Labor Service in Khmelnytskyi region and a private entrepreneur.
According to the investigation, there was an agreement between the official and the head of the private structure to unconditionally issue permits on labor protection issues.
The company conducted trainings for individuals responsible for labor protection issues and prepared documents for other companies.
After completing the training, participants had to pass an exam, and the documents had to be approved by a state agency. Instead, the entrepreneur sent the participants' personal data, copies of documents, certificate forms, and money by mail. The official filled out and signed the necessary documents without actually checking the knowledge, and then returned them by mail.
In just one month, investigators documented the illegal issuance of nearly 300 certificates that had been approved in violation of established procedures.
The SBI employees detained the official after he had received another parcel containing documents and money.
He has been served notification of suspicion for receiving unlawful benefits by a public official (Part 3 of Article 368 of the Criminal Code of Ukraine). A private entrepreneur is suspected of providing unlawful benefits (Part 3 of Article 369 of the Criminal Code of Ukraine).
The sanctions of the articles provide for punishment in the form of imprisonment for up to 10 years with confiscation of property.
